發展局去年底公布「加強版傳統新市鎮發展模式」的修訂換地安排,旨在提速整全區域發展。新安排下原址換地申請人已擁九成或以上的私人土地,政府會考慮收回余下的少數第三方土地,並批予申請人作統一發展。另政府可透過扣減地價,要求換地申請人建造相關設施。在新安排下,新地粉嶺北第10區土地獲納入進一步處理的申請,地皮面積約1公頃,該地已被劃為非工業用地,預計可建樓面近40萬方尺,提供約400個住宅單位。
地政總署昨日根據《收回土地條例》(第124章)第4條,為古洞北/粉嶺北新發展區余下階段發展張貼第二批收回土地公告,收回24幅私人土地,涉及總面積約12.81萬方尺。以新界土地特惠分區補償制度,適用第一級別農地特惠補償率為每方尺1267元計,涉及金額約1.62億。
