我們認為,這次財政預算案公布的政策,最有利於有意換樓的家庭。在「撤辣」之前,不少本身已經持有住宅的業主,糾結於稅務考慮,盡量「先賣後買」,以免被征收額外稅項。而由於「撤辣」大大限制了入市買家的數量,令市場上成交偏少,導致不少換樓家庭無法賣出手上的房產。尤其是市場氣氛較差的時候,在連鎖效應之下,整個市場的成交幾乎陷入停滯,導致「換樓鏈」斷裂。我們只需簡單對比去年與實施「辣招」前的上一個完整年份2009年的住宅流轉率,不難發現「辣招」對市場造成的影響十分顯著。在2009年,住宅的流轉率超過一成。然而自實施「辣招」以來,樓市交投持續萎縮;加上去年市場情緒低迷,流轉率更降至不足4%。低流轉率意味著需要更長時間配對買賣雙方。假若業主一直無法出售單位,則導致買賣停滯;而急於求售的業主,或需更大幅度減價才能沽出單位。
