香港現時的經濟處境相當困難,更加突顯堅持國際化特色的重要性。恆生指數不斷下挫,本周一曾跌穿一萬六千點關口,部分原因是國際投資者對香港股市失去興趣與信心。評級機構穆迪先後把中國內地、香港和澳門的評級展望降至「負面」,因為中港澳密不可分,加上政治因素,外資紛紛卻步。香港樓市拾級而下,仲量聯行估計,中小型住宅樓價將於明年續挫約一成;花旗銀行調查反映,百分之五十七受訪者預期樓價會再跌。官府財赤方面,由於今年賣地收入與預算呈極大落差,赤字起碼超過一千億元。就在庫房吃緊之際,政府不惜工本為區議會選舉展開鋪天蓋地宣傳,雖然沒有提供具體開支金額的官方數字,但合理推測至少十億元,相對於投票率,成本效益受到質疑。
