Hot News 中央補貼光伏發電業務 @ 2013-08-31T03: Back Hot News Keyword：電價 光伏 補貼 Concept：可再生能源發電 , 光伏電價補貼標准 &#１６０;&#１６０;&#１６０; 新華能源８月３０日電（李由）近日，國家發展改革委發出通知，決定自９月２５日起提高可再生能源電價附加征收標准，進一步完善脫硝等環保電價政策；同時，還出台了調整和完善光伏發電價格及補貼政策的文件。 通知指出，分區標桿上網電價政策適用於今年９月１日後備案(核准)，以及９月１日前備案(核准)但於２０１４年１月１日及以後投運的光伏電站項目;電價補貼標准適用於除享受中央財政投資補貼之外的分布式光伏發電項目。標桿上網電價和電價補貼標准的執行期限原則上為２０年。國家將根據光伏發電規模、成本等變化，逐步調減電價和補貼標准，以促進科技進步，提高光伏發電市場競爭力。 發改委公布，分布式發電補貼上調兩成，至每千瓦時０．４２元(人民幣，下同)，至於地面電站的電價補貼，分別為每千瓦時０．９元、０．９５元及１元，８月前獲批並於年底建成的項目，仍可享有電價補貼。 今年３月,國家發改委下發《關於完善光伏發電價格政策的通知》(征求意見稿),規定對分布式光伏發電實行按照發電量補貼的政策,補貼標准為每千瓦時０．３５元。 編者按：阿思達克通訊社８月３０日訊，媒體從接近國家能源局的人士處獲悉，國家發改委將於今天下午公布新的光伏電價和補貼政策，要高於此前征求意見稿中的補貼額度。上述人士稱，大型地面光伏電站根據光伏資源條件將采取三類標桿電價，分別為０．９元/千瓦時、０．９５元/千瓦時和１元/千瓦時；分布式光伏發電補貼將確定為０．４２元/千瓦時。 《通知》還規定，光伏發電項目自投入運營起執行標桿上網電價或電價補貼標准，期限原則上為２０年。電網企業要積極為光伏發電項目提供必要的並網接入、計量等電網服務，及時與光伏發電企業按規定結算電價。同時，要及時計量和審核光伏發電項目的發電量與上網電量，並據此申請電價補貼。 光伏發電上網電價補貼終揭盅，發改委昨午公布，對光伏電站實行分區域的標桿上網電價政策。根據各地太陽能資源條件和建設成本，將全國分為３類資源區，分別執行每千瓦時０．９元（人民幣，下同）、０．９５元、１元的電價標准。對分布式光伏發電項目，按發電量進行電價補貼，標准為每千瓦時０．４２元。
