Hot News 海警局長公安副部長孟宏偉兼任 @ 2013-03-20T04: Back Hot News Keyword：局長 國家海洋局 書記 海警局 劉賜貴任 孟宏偉 Concept：的國家海洋局領導班子 , 劉賜貴任國家海洋局黨組書記孟宏偉 中央決定，劉賜貴任國家海洋局局長、黨組書記兼中國海警局政委；孟宏偉任國家海洋局副局長、黨組副書記兼中國海警局局長，並繼續兼任公安部副部長、黨委委員（正部長級）。 除孟宏偉外，原國家海洋局長劉賜貴續任局黨組書記。國土資源部長姜大明出席會議並講話。 會上，中組部副部長王爾乘宣讀了中央關於重新組建的國家海洋局領導班子配備的決定。按照剛通過的國務院機構改革和職能轉變方案，為維護國家海洋權益，推進海上統一執法、提高執法效能，整合原國家海洋局及其中國海監、公安部邊防海警、農業部中國漁政、海關總署海上緝私警察的隊伍和職責，重新組建國家海洋局，以中國海警局的名義開展海上維權執法工作。中央決定，劉賜貴任國家海洋局局長、黨組書記兼中國海警局政委；孟宏偉任國家海洋局副局長、黨組副書記兼中國海警局局長，並繼續兼任公安部副部長、黨委委員(正部長級)；陳連增、張宏聲、王飛、王宏任國家海洋局副局長、黨組成員；呂濱任國家海洋局紀委書記、黨組成員；房建孟任國家海洋局黨組成員(有關行政職務任職還要履行有關法律程序)。 １８日下午，重新組建後的國家海洋局調整領導班子。中央決定，原國家海洋局局長、黨組書記劉賜貴繼續擔任國家海洋局黨組書記，公安部副部長孟宏偉擔任國家海洋局黨組副書記，同時繼續兼任公安部黨委委員、副部長，為正部長級干部。陳連增、張宏聲（副局長兼中國海監總隊總隊長）、王飛、王宏任、呂濱、房建孟繼續任國家海洋局黨組成員。中央組織部副部長王爾乘在國家海洋局的干部大會上宣布了上述任命。 其實在２００５年，國務院領導就提出在北部灣試點，將海警、漁政、海關、海洋、海事合並，當時都說過&ＬＤＱＵＯ;允許失敗，但一定要做&ＲＤＱＵＯ;的話，但一直沒做，可見其中的壓力。此次除了海事外，另外４家終於實現了合並。方案公布後，國家海洋局黨組在第一時間就召開會議，就有關工作進行研究討論。主持會議的國家海洋局局長、黨組書記劉賜貴過去長期在福建任職，２０１１年２月從廈門市長任上調任現職。
