| 考慮到保障性住房的建設周期一般是2年左右，政府在2011和2012年間每年需要投入的資金約為3260億元，以目前明確來源的3730億元計算，完全可以全部啟動1000萬套的保障房建設。但由於2012年還將有新一批保障性住房開工，2011年開工但沒有完工的保障性住房需要繼續投入資金，兩者疊加，資金需求將在2012年進一步擴大，如果沒有其他更有效的融資途徑，我認為資金缺口將在2012年出現。 |
| 根據國務院要求，今年11月底前，全國必須開工1000萬套保障房，擔負著38萬套保障房建設任務的河北省，自我加壓，規定保障性安居工程8月底前全面開工。 |
